This is the detail that explains the protagonist's situation best: Brian lets Jason live rent-free at one of his properties as long as he helps with local shakedowns and stops by for Lori's sangria once in a while. Jason's starting point is not a debt, it is a favor with conditions.

Rockstar has not said whether Brian is a mission giver early on or how that relationship ends. That a deal like this breaks is what usually happens in a GTA, but that is series history, not confirmation.
