Brian Heder is a classic drug runner from the golden age of smuggling in the Keys, and Jason Duval's landlord.

What Rockstar has confirmed

That he still moves product through his boat yard with Lori, his third wife, and that he has been around long enough to let others do his dirty work. The company sums him up like this: looks like a Leonida beach bum, moves like a great white shark.

Confirmed

The deal with Jason

This is the detail that explains the protagonist's situation best: Brian lets Jason live rent-free at one of his properties as long as he helps with local shakedowns and stops by for Lori's sangria once in a while. Jason's starting point is not a debt, it is a favor with conditions.

Unconfirmed

What is still unknown

Rockstar has not said whether Brian is a mission giver early on or how that relationship ends. That a deal like this breaks is what usually happens in a GTA, but that is series history, not confirmation.
