    GTA VI is playable on PlayStation 5 and Xbox Series X|S. There is no announced PC version.

What time will it be playable?

Rockstar has not said. The press release gives the November 19 date and no time at all. You will find plenty of sites claiming it unlocks “at midnight in your timezone”: nobody has announced that. What you can look at is how Rockstar did it before, and it was not always the same:
