Leonida Keys: the GTA VI archipelago
The Leonida Keys are a tropical archipelago in the south of the state, modelled on the Florida Keys.

Confirmed
What Rockstar has confirmed
It is where Jason Duval worked for drug runners before the events of the game, according to his own character profile. The company describes dangerous waters, which fits the real Keys' history as a smuggling route.
Verifiable
The real-world counterpart
The Florida Keys are a chain of islands joined by a single road, the Overseas Highway. That geography (one road, a lot of sea around it) is historically unlike anything a GTA has done with water.
Unconfirmed
What is still unknown
There is no confirmation of how many islands are traversable, or what role boating plays outside missions. That is a reasonable expectation from the geography, not a fact.
