Rockstar does not name them and the species cannot be told: they are dark silhouettes under the water, seen from the air. In the real world the scene has a basis: every winter thousands of blacktip sharks travel down Florida's southeast coast and swim a few meters from the beaches, especially around Palm Beach. Bull sharks, which swim into bays and rivers, and calm, bottom-dwelling nurse sharks are also common in those waters.
