Rockstar has not confirmed it is in GTA VI. The scene linked to it is from the Launch Trailer (1:00): at night, from a fire escape, a figure seen from behind, with braids and a bulletproof vest, fires at a line of vehicles with blue lights and one of them explodes. The trailer does not show which force those vehicles belong to.
