Confirmed

What Rockstar has confirmed

His official bio shows him snooping on Coast Guard comms with a few beers and some private browser tabs open, and sums up his worldview in a question: what if everything on the internet was true? The company calls him Jason's friend and an associate of Brian's.

Our read

The role it points to

Rockstar says he is at the low tide of America and happy there, then closes his bio by noting that his friend Jason has bigger plans. That is an explicit contrast with the protagonist: the one who stays while the other moves. The reading is ours; both lines are theirs.

Unconfirmed

What is still unknown

There is no confirmation that he appears in playable missions or how much he matters to the plot. His bio is one of the shortest Rockstar has published, which says something about the size of the part without guaranteeing it.
