What we know
On a crowded Vice City beach, a dog relieves itself in the sand; Jason picks up the bag and slaps it across a man's head, who doesn't take it well. In the episode itself, a voice explains that you can throw dog poop at people and that some fight back. It fits what Rockstar told Edge that same week: each pedestrian reacts according to their temperament, what they've seen and how the player treats them.
Where
A Vice City beach, in the South Park clip.
