It shows in the official Grassrivers 05 screenshot: the name, "Sunrise RV Park", is legible on the wooden jetty shack's sign, next to a "Welcome to Paradise" sign. There is a long dock with people, beached boats, a pickup on the dirt track and, sitting on the water, a Dodo seaplane in Brian's Boat Works & Marina colors. In the background, above the trees, the Vice City skyline shows, so it sits in the part of the wetlands closest to the city.

Why it matches

A wooden landing among mangroves, a stone's throw from the big city: it recalls the campgrounds and airboat docks on the eastern edge of the Everglades, half an hour from Miami.
