It is the big stepped building lit in green in the official Vice City 08 screenshot, the one of Sahara Arena at night: its name reads above the entrance and a billboard with a leaping ballerina hangs next to it. It is part of the Vice City Arts Center, whose sign appears in the same screenshot along with a concert hall and the Palaestra Tower. Rockstar has not shown its interior yet.

Why it matches

Two big performance halls on a downtown avenue, with an Art Deco tower on the lot: it recalls the Adrienne Arsht Center on Biscayne Boulevard. The Palaestra Tower resembles the Art Deco tower kept from the old Sears department store.
