The I-404 runs through it and links to the I-97. In the Launch Trailer a Maverick explodes on a rooftop (0:53) and five supercars race through its streets at night (1:04), past signs for PortViceCity and the Leonida Keys; in An Extended Look, Raul pays them off in a downtown alley. The name shows on the I-97 signs in Trailer 2, which point to "Downtown" (0:38).

Why it matches

Office towers along the bay, an arena and a waterfront Ferris wheel: it recalls downtown Miami. The Megamundo Building resembles One Biscayne Tower and the wheel resembles Skyviews Miami, the one at Bayside.
